Solid Waste Management User Fee

   

The City of Harrisonburg is mandated to recycle at least 25% of total solid waste it receives annually according to the Code of Virginia. Provisions were made in the Code of Virginia to impose mandatory recycling programs on its residents. However, the City of Harrisonburg has opted to continue with a voluntary program with recycling available to all city residents at this time. The City has provided recycling services to all city residents for a number of years with no direct fee to the residents who do not receive "regular" solid waste services from the City. 

 

The Solid Waste Management Program has been in effect since July 2008 and the language on the bill changed so that $10.00 will be for Solid Waste Management fee and $10.00 will be for the Refuse Collection fee.

 

City residents that live in an apartment complex, or an area that provides its own refuse collection service, are required to pay the fee unless the complex has an approved private recycling program.

 

To receive approval for a private recycling program, an apartment complex or area (i.e. homeowners association) must submit a Solid Waste Management Plan to the City.

 

Solid Waste Management Plan 

A Solid Waste Management Plan requires that an apartment complex or area:

  • Report on an annual basis solid waste tonnage disposed of.
  • Reflect on an annual basis and certify that at least 25% of all solid waste disposed of was recycled.

Please contact the Public Works Department at 434-5928 between the hours of 7:30 AM and 4:30 PM, Monday through Friday to set up delivery of a recycle bin to your residence.
