1. Get your Virginia driver's license and license plate if you are moving from another state.

Please Note: Requirements are very strict for what you must bring to the DMV when getting a new license plate or driver's license. You can avoid making multiple trips to the DMV by following these tips:

1) Read the list of required documents carefully.
2) Gather your documents in a folder or large envelope.
3) Take more information than is required (i.e. different types of mail).

 


2. Get your vehicle decal. Many new residents are surprised to find out that they need a vehicle decal on their front windshield. The process is fairly simple.

1) Report your vehicle to the Commissioner of Revenue.
2) Purchase a vehicle decal at the Treasurer's office.

 


You can find the Commissioner's and Treasurer's offices in the Municipal Building downtown. 



3. Do you need a parking sticker? Some sections of the city require a parking sticker. Check to see if your residence is located in one of these areas.

4. Get your vehicle inspection sticker. Vehicles must be inspected each year, and an inspection sticker must be displayed. You can get your vehicle inspected at any local auto servicing center that is approved for vehicle inspections.

If you are moving into a house, apartment or business with an existing service, in most cases all you need to do is stop by the billing office and pay a deposit. Water and sewer services can be connected the day the deposit is made, or one day later. Water services are generally turned on during business hours.


When visiting the billing office to pay your deposit, please bring the following:
- Your address.
- Telephone number.
- Social Security number.
- JMU students should bring the Utility Deposit Application Payment (UDAP) card.

Trash pickup begins automatically for residents living on public streets. A fee of $10/month for refuge service and $10/month for solid waste management will show up on your water bill. Recycling services are also included.

All animals, regardless of their species, are required to be on a leash when they are off of their owner's property.


You are responsible for cleaning up after your animals when they are being walked. Please carry a plastic bag with you and deposit the solid waste into an appropriate waste receptacle. See A Doodie-Free Harrisonburg for more information.

Rabies Vaccination:

The state of Virginia requires that all cats and dogs 16 weeks of age and over have a current rabies vaccination that was administered by a licensed veterinarian. You should retain a copy of the certificate, as it will be needed if your pet escapes or bites someone.



Dog Licenses: 

A city dog license is required for all dogs 16 weeks of age or over that reside within the city. A tag will be issued at the time of purchase. This tag is required on your dogs collar anytime he/she is not on your property.
 
Dog licenses are available from the Rockingham/Harrisonburg SPCA, the City Treasurer's Office, or by mail: City Treasurer, 345 South Main Street, Harrisonburg, VA 22802. The cost is $6 for a spayed or neutered dog and $10 for a male or female dog for a one year tag. Two and three year tags are also available, depending on the expiration date on your rabies certificate. In addition, a kennel license is required for ten or more dogs. Tags are valid until January 31 of the following calendar year, regardless of when purchased.

New residents who have proof of a valid dog license issued by another political subdivision of Virginia and a valid certificate of rabies vaccination may obtain a current Harrisonburg tag for $1.


Agricultural Animals:
Livestock and poultry are allowed only in area zoned for agriculture.


Hybrid Canines:
A permit is required to keep a hybrid canine within the city limits. Please contact Animal Control for additional information and a permit application.


Dangerous Dogs:
The owner of any dog that has been declared "Dangerous" by another jurisdiction, as defined by State Code 3.1-796.93:1, is required to immediately register the animal with the city and obtain a permit. Failure to do so is a class 1 misdemeanor.
