The purpose of this Request for Proposal (RFP) by the City of Harrisonburg, Virginia (City) on behalf of the Harrisonburg-Rockingham Emergency Communications Center (HRECC) is to solicit sealed proposals from interested vendors (Offeror) to provide a single, integrated software tool for Emergency Communications Integrated Protocol Handling System. This software will assist its ten (10) Emergency Communicator positions to gather and determine information for the most efficient Police, Fire and EMS responses, pre-arrival instructions, incident prioritization and robust reporting and quality assessment capabilities. HRECC is a consolidated, regional Emergency Communications Center that serves one County, one independent City, seven (7) towns, two universities, one college and a large four-season resort. The HRECC staff of fifty-two (52) personnel answers 9-1-1 calls from a population of 150,000 and dispatches its forty (40) Police/Fire/EMS agencies to 125,000 incidents annually.
HRECC requires the proposed solution to integrate with Tyler Technologies Computer Aided Dispatch (CAD).
