Commendations received will be documented and forwarded to the Executive Leadership Team. Citizen commendations are displayed for staff and become part of the employee's personnel file.

Complaints:
HRECC takes all allegations and complaints of misconduct seriously. All complaints received will be immediately sent to the Executive Leadership Team for further investigation and action.

FOIA Requests:
For Freedom of Information Act (FOIA) requests, please contact the Agency FOIA Officer at FOIA@hrecc.org. 

Available Records: The HRECC oversees emergency and non-emergency communications for multiple agencies in the City of Harrisonburg and Rockingham County. Our records typically include only non-transcribed audio files and Call for Service (CFS) reports. 

Records Not Available: The HRECC does not maintain access to or custody of documents such as police reports, crash reports, tickets, warrants, fire reports, or patient care reports generated by the public safety and first responder agencies we serve. Should you need those specific records, contact the respective public safety agency. We are happy to assist with locating contact details if required.

Charges & Fees: Under Virginia Code § 8.01-390 and VA Code § 2.2-3818, public entities may impose reasonable charges reflecting the actual costs of fulfilling FOIA requests. Before any fee is incurred, you will be notified of the estimated cost for your approval. Per the Virginia Code, at no time shall this amount exceed actual expenses incurred by the agency to fulfill the FOIA request.

Response Time: Upon receipt of your request under the Virginia FOIA (§ 2.2-3700 et seq.), we will acknowledge receipt of your message and typically respond within five (5) working days, excluding weekends and City of Harrisonburg recognized holidays. Please note that the response period starts the day after the request is received, with requests after 5:00pm EST considered received the next working day.
