All Virginia Income Tax returns must be filed or postmarked by May 1, 2017 to avoid possible penalties. Residents of the City of Harrisonburg can file their Virginia income taxes with the Commissioner of the Revenue, as opposed to sending it directly to Richmond. In an effort to reduce refund fraud and identity theft, the Virginia Department of Taxation has discontinued the accelerated refund program so all refunds will be reviewed by the Commissioner of the Revenue office and shipped to Richmond. Checks for tax due returns can be made out to the City of Harrisonburg and mailed with the return to 409 South Main Street, Harrisonburg, VA 22801.
