Testing has shown that some of the issues affecting Harrisonburg’s sewer systems are coming from pipes owned by homeowners in the HN02-05 sewer basin, things as small as a missing or broken cleanout cap or as significant as a crack in the pipe.

Harrisonburg Public Utilities owns the public side of the service line (from the main to the meter) and the customer owns the private side of the service line (from the meter to the property). The EPA requires the identification of the material on both sides of the line.

The Department of Public Utilities does make certain provisions to allow use of water from its system hydrants. You must obtain a permit at the Department of Utilities to utilize the hydrant.
