Overview
City-owned land is a valuable commodity that can contribute to expanding housing inventory. Actions recommended in Harrisonburg's 2021 Housing Study include issuing requests for proposals to develop larger parcels, and identifying smaller parcels suitable for residential purposes.

Large Parcels
Effective July 2, 2025, a development opportunity is open at https://eva.virginia.gov/ to design, build, own, and operate high-quality rental housing with long-term affordability in the City of Harrisonburg. The project will be located on 7.825 unimproved publicly owned acres (the Neff Avenue site) which the City of Harrisonburg intends to convey at no cost to the selected Offeror.

More Information
The Housing Study identified properties with potential for developing affordable housing, and a Community Impact Grant from Virginia Housing supported further study of two locations. The City worked with Land Planning & Design Associates, Inc. to complete a site plan, feasibility study, and preliminary engineering report for City-owned property on Central Avenue by Keister Elementary School, and on Neff Avenue next to A Dream Come True playground.
