The City of Harrisonburg is partnering with Rockingham County to apply to the Opioid Abatement Authority (OAA) for Cooperative Partnership grants to support eligible community projects focused on opioid abatement and remediation. On behalf of the City and the County, the City is soliciting project proposals from community groups and nonprofit organizations to review and potentially submit for funding.
The OAA was established by the Virginia General Assembly in 2021 as an independent entity to abate and remediate the opioid epidemic in the Commonwealth through financial support from the Virginia Opioid Abatement Fund in the form of grants, donations, or other assistance, for efforts to treat, prevent, and reduce opioid use disorder and the misuse of opioids in the Commonwealth. Financial assistance offered through the OAA consists of settlement funds paid to Virginia by prescription opioid manufacturers and companies in the prescription opioid distribution network. The OAA serves to build partnerships between Virginia’s cities and counties, state agencies, and providers of services in order to assist individuals suffering from opioid use disorders and co-occurring substance use and mental illness.
The OAA distributes a portion of its funds to local governments through Cooperative Partnership grants. Cooperative Partnership projects must include at least two local governments. In accordance with legal limitations, the OAA can only distribute funds to units of local or state government, not nonprofit organizations, as governments are the parties involved in the litigation. However, local governments may use funds they receive from the OAA to enter into agreements with service providers, including nonprofit organizations.
Key Eligibility Criteria
- The applicant must be a nonprofit, 501(c)(3) organization meeting the legal requirements of the Commonwealth of Virginia and the Internal Revenue Service (IRS).
- The applicant must provide significant, measurable direct services to residents of Harrisonburg and Rockingham County. The organization must be able to provide an unduplicated count of the residents served.
- The applicant must have fulfilled all service, reporting, auditing, and payment obligations for any previous loans or grants from the City and County.
- The applicant must submit all required documents to be considered by the Opioid Abatement Project Proposal Review Committee.

Evaluation and Award Process
Following the application deadline, the Opioid Abatement Grant Project Proposal Review Committee will review project proposals and select projects to submit for consideration to the OAA. All funding decisions ultimately rest with the OAA. Submission of project proposal to the City of Harrisonburg does not guarantee that your project will be submitted to the OAA. If your project is submitted to the OAA for funding consideration, funding is not guaranteed and is dependent on the OAA’s award decisions.
Execution of Agreement
If the City and County submit an organization’s project to the OAA for funding consideration under the Cooperative Partnership grant and the OAA awards funding to the project, the organization will be considered a subrecipient and will be required to sign and execute an agreement with the City and/or County. The agreement will require submission of regular programmatic and financial reports.
