Comprehensive Plan Open House

8/10/18 Update - Draft Priority Objective Statements and updated draft chapters are now available in preparation for the Comprehensive Plan Open House on August 15, 2018 from 6:00pm-8:00pm in the City Hall Atrium (409 S Main St). Public comment period ends August 29, 2018. 

The primary purpose of the Open House is to receive feedback from the public on the Priority Objective Statements recommended by Planning Commission.

The public comment period will be open through August 29, 2018.

2011 Comprehensive Plan

 

Background

The Comprehensive Plan presents a vision of Harrisonburg's future. It identifies steps to move toward that vision by providing information about current conditions, long-term goals and objectives, and recommended implementation strategies. As described in the Code of Virginia, the Comprehensive Plan is general in nature. Harrisonburg's Plan addresses a wide range of issues including but not limited to: land use, housing, education, transportation, recreation, the preservation of historic and natural resources, and economic development. The plan serves as a long-term guide for the community, and it helps City leaders with setting policies and decision-making. 

Virginia requires that at least once every five years local Planning Commissions review their locality's Comprehensive Plan to determine whether it should be updated. The City of Harrisonburg's Comprehensive Plan was last updated in 2011. Planning Commissioners have determined in 2016 that the Comprehensive Plan will be updated. 

 

Where have we been?

June 2016 Planning Commission determines that the 2011 Comprehensive Plan (CP) should be updated.
Sept 2016 – Feb 2017 City staff develops plans for public engagement and updates baseline data within CP chapters.
Feb 2017 Planning Commission and city staff hosts three public information sessions.
March 2017 Planning Commission appoints 48 community members to one of four Advisory Committees.
April – Sept 2017 Advisory Committees provide input and recommendations on chapters; Land Use Guide, Street Improvement Plan; Goal, Objective, and Strategy (GOS) statements, and other elements of the CP. Chapters and GOS statements are updated.
Oct – Nov 2017 Planning Commission and city staff hosts four public workshops and a public comment period.
Dec 2017 – Jan 2017 Planning Commission discusses CP at regular meetings and at a special work session. 
Jan – July 2018 City staff updates chapters and GOS statements.
June 2018 Planning Commission reviews Priority Objective Statements.
